A new Executive Order targets big investors, but will it actually fix the housing shortage?

The goal is to ease pressure on the housing market by limiting large investors’ home purchases. But many housing experts believe the impact on overall supply, and on buyers’ real options, will be limited.

In LA, the bigger issue isn’t who’s buying homes, it’s how few homes are available to buy. Building here is complex, slow, and expensive, which keeps new inventory from coming to market.

One data point that often gets overlooked:
Large institutional investors accounted for just 1.2% of U.S. home purchases in Q3 2025.

Big investors may dominate headlines, but they’re not the main reason inventory feels tight.

The real conversation, especially in Los Angeles, is about increasing supply:
• Streamlining zoning and permitting
• Reducing construction costs
• Incentivizing smart, well-planned density

Until those issues are addressed, housing shortages will persist, regardless of investor-focused policies.
